This is undesirable, since if a character file is gone, that Sim's ID is free real estate, so technically a new Sim can generate with that ID and inherit those (Wants and Fears are particularly dangerous, because toddlers born in game can then have lifetime wants, for example). However, it does not remove the references between said Sims, so after you use this cheat, you will have a lot of relationships pointing to nothing (mainly Sim Relations and Sim Wants and Fears). This cheat wipes out the hood's entire Characters folder, meaning that all of the Sims in your neighborhood are actually GONE and there are no leftover stubs. Sims Wiki mentions that it's like deleting Sims from the bin on a bigger scale, but this is incorrect. I can actually answer your question, because I have used the deleteallcharacters cheat.
